Unban Application Query

Is it normal for the staff member who banned me to also be the person who reviews my Unban Application?
I mean, their response was really biased, since they themself was the one to ban me in the first place.

I would have thought that staff other than the one to have banned me would review the application, otherwise what's the point of the process? It seems a bit unfair.

If a player takes the trouble to properly fill out a Un-ban Application it should be peer reviewed by the staff for full transparency.
