So, I have been playing with Spigot 1.10.2 on my Multicraft server. I compiled mine directly on my server and have been loading up the same (for the most part) plugins you have here. I now feel your pain.
Have you had any problems with the old version of Prism other than the ones we have already pointed out? I ask, because LogBlock is once again up to date with 1.10.2 which I have installed on an SQL data base. All my tests have been good so far. Sitting here I remembered that I need to test it on Item Frames and Armor Stands. LogBlock was my plugin of choice until it went undeveloped for almost a year and switched over to Prism. My Mods and Admins hated Prism because the command lines are so much harder for the causal Mod to understand. Unlike Logblock which is rather straight forward.
I am wondering if you are using a KuStUm menu GUI to manage your /districts? Yours looks a lot better than ver 1.4 Districts, and the one I have been testing with does not have the Mob Spawn support.

E5-SAT-1 Intel Xeon E5 1620 4 c/ 8 t 3.6 GHz+ 64 GB 2 x 2 TB SATA3 running CentOs 6.75 and Java 8 and about every server jar back to 1.3 I think. You can make anything you want to mess with on them.
On a side note... I want to upgrade to Ultimate, but I am afraid it will mess up all the fun permissions I have right now. Let me know how I need to go about it without messing things up and making more work for you.
