So for /fly and /god people are saying we will only have them in their claimed area(s). However I want to know 100% if we will have /fly and /god out of claimed areas before I make a decision.

Currently it will stay how it is. If we run into a problem with doing this we already have a "loophole" to providing players with EULA compatible fly and god everywhere they go.
